Fonds consists of correspondence with international plant pathologists regarding scientific studies, publications, and requests for seeds. Also includes several brief biographies of Newton; a submission by Newton to her student newspaper at the University of Minnesota in 1933; and the Flavell Medal awarded to Newton by the Royal Society of Canada in 1948.

The fonds consists of two series: Commission records series, and Report series. The Commission records series consists of notes of meetings, correspondence, rough notes, submissions, drafts reports, and student responses to the questionnaire. The Report series consists of three copies of a draft of the report revised by President Farquhar, Dr. MacLaurin, and Dr. Jennings; and an original copy of the final report, signed by all members of the committee, and autographed by President Farquhar.

The fonds consists of two series: Committee records, and Questionnaires. The Committee records include minutes, drafts, and supplementary material relating to the preparation of the final brief. The questionnaires document grants received between 1960 to 1967 by UVic faculty members; they are arranged alphabetically by departments and individual faculty members, and include departmental summaries of the results.
